France and India Must Jointly Shape Global Artificial Intelligence; AI Now a Strategic Competition Arena – Emmanuel Macron

French President Emmanuel Macron said on Thursday at an artificial intelligence (AI) summit in New Delhi that France and India must work together to establish global rules governing AI. He warned that AI has now become a central arena of strategic competition, with significant geopolitical and economic implications.

Macron stated that the rapid rise of AI has further concentrated power among major technology companies. “AI has become a major field of strategic competition, and big tech has grown even bigger,” he said. He added that advances in AI, graphics processing units, and semiconductor technologies are directly affecting geopolitical and macroeconomic balances, “sometimes for the better, sometimes for the worse.”

The President emphasized that technological dominance by any single power bloc is not inevitable. “Hegemony from any quarter is not a fatality,” he said. “There is a path for innovation, independence, and strategic autonomy. And I am convinced this is a path that countries like France and India must take together.”

He noted that Paris and New Delhi share a common vision of “sovereign AI,” referring to technology developed in a way that protects the environment while promoting inclusive economic growth.

Macron stressed the need for effective multilateralism, rules-based governance, and strong partnerships grounded in shared values such as science, the rule of law, and global balance.

“Now is the time to channel our forces effectively,” he said, calling for concrete measures to make AI more sustainable, efficient, and accessible, alongside targeted funding, safeguards against misuse, and international cooperation.
