Power to Shut Down Networks in Emergencies Given to FSB: New Telecom Control Law Signed in Russia – President Vladimir Putin

Russian President Vladimir Putin on Friday signed a law allowing telecom operators to disconnect communications under the directive of the Federal Security Service (FSB) during emergency situations. According to the state news agency Tass, operators will be required to shut down networks in areas defined by presidential regulations upon FSB instructions.

Under the law, operators will not be held liable for unexpected network disruptions caused by FSB requirements. The law was approved in its third and final reading by the State Duma on Tuesday.

The government explained that the measure is designed to ensure security in areas under the FSB's responsibility and to prevent terrorism. Analysts believe the law will strengthen Russia’s security apparatus while significantly increasing federal control over the country’s telecom sector.

With the implementation of this law, the influence of the federal security agency over Russia’s telecommunications will grow substantially, ensuring rapid response in emergency and security-related situations.
