President Vladimir Putin Did Not Meet CIA Director Ratcliffe, but Russian Officials Held Talks With Him — Kremlin Spokesman Peskov

U.S. Central Intelligence Agency CIA Director John Ratcliffe held talks with Russian intelligence officials during his visit to Moscow, but did not meet Russian President Vladimir Putin, the Kremlin has said.
Speaking to reporters on Wednesday, Kremlin spokesman Dmitry Peskov confirmed Ratcliffe’s visit to Moscow. U.S. media reports said he arrived in the Russian capital a day earlier.
Peskov said there was “no meeting of any kind” between Ratcliffe and President Putin. However, the Russian president was briefed on the CIA director’s meeting with Russian officials.
Kremlin Calls Talks ‘Positive Development’
Peskov described Ratcliffe’s meeting with Russian intelligence officials as a “positive development.”
However, he cautioned that it was still too early to determine how much impact the meeting would have on the broader process of improving U.S.-Russia relations, which remain in a deep crisis.
The Kremlin’s remarks suggest that Moscow views the meeting as an important channel of communication, but does not yet consider it the beginning of a major diplomatic breakthrough.
U.S. C-17 and Diplomatic Convoy Seen in Moscow
Reports of Ratcliffe’s visit first emerged on Tuesday, when a U.S. Air Force C-17A transport aircraft and a U.S. diplomatic convoy were seen at a Moscow airport.
U.S. media outlet Axios later reported that Washington had informed Ukraine in advance about the U.S. delegation traveling to Moscow and had requested a temporary suspension of attacks on Russia while the delegation was there.
However, neither Washington nor Moscow has provided a detailed official explanation of the visit or its diplomatic purpose.
Visit Comes Amid Stalled Ukraine Peace Efforts
Ratcliffe’s Moscow visit comes as U.S.-brokered efforts to end the Russia-Ukraine war remain at a difficult stage.
In this context, a direct meeting between the head of the U.S. intelligence agency and Russian intelligence officials is being viewed as a significant example of high-level communication between Washington and Moscow.
However, no official information has been released regarding the subjects discussed, whether any agreement was reached, or whether the meeting involved specific initiatives concerning the Ukraine war.
First CIA Director’s Russia Visit Since 2021
In 2021, then-CIA Director William Burns visited Moscow. Ratcliffe’s reported visit therefore marks the first publicly reported trip to Russia by a serving CIA director since then.
His visit and meeting with Russian intelligence officials are consequently being closely watched for possible implications for future U.S.-Russia contacts.
Nevertheless, with no meeting between Putin and Ratcliffe and no official announcement of any new agreement or understanding, the broader diplomatic significance of Ratcliffe’s Moscow visit remains uncertain.
