Russia Denies Plans for Talks With CIA Director Ratcliffe During His Moscow Visit

U.S. media outlets have reported that CIA Director John Ratcliffe is in Moscow, but Russia has denied that any meeting with him or other U.S. representatives is scheduled this week. Kremlin spokesman Dmitry Peskov said there are currently no planned meetings with American representatives.
According to CBS News, citing sources familiar with the situation, Ratcliffe arrived in Moscow on Tuesday for meetings. Axios also reported that the trip is Ratcliffe’s first visit to Russia since joining the Trump administration and represents the highest-level visit by a U.S. official to Moscow since January 2025.
However, neither Washington nor Moscow has provided details about whom Ratcliffe may have met or what the discussions may have involved. The CIA has declined to comment on the reported trip.
U.S. Military Transport Aircraft Lands in Moscow
The reports of Ratcliffe’s visit emerged after a U.S. Air Force Boeing C-17A Globemaster III transport aircraft landed in Moscow.
According to flight-tracking data, the aircraft flew to Moscow from Riga, Latvia. Russia’s TASS news agency also reported the arrival of a U.S. C-17 aircraft in the Russian capital.
CBS News further reported that a U.S. diplomatic motorcade was seen in Moscow around the same time, fueling speculation over the purpose of the unusual visit.
Kremlin Denies Planned Meeting
Asked about a possible meeting with Ratcliffe, Kremlin spokesman Dmitry Peskov said, “No, there are no such plans.”
Peskov also said he had no information regarding reports that a U.S. military aircraft had landed in Moscow.
Meanwhile, Reuters reported that U.S. media outlets had claimed Ratcliffe held undisclosed meetings with Russian officials, although the identities of any participants and the purpose of the discussions have not been made public.
Visit Comes Amid Stalled Ukraine Peace Talks
The reported Moscow visit comes as U.S.-brokered efforts to end the war in Ukraine remain stalled, with Moscow and Kyiv still divided over several key issues.
CBS News also reported that Washington had informed Ukraine in advance about a possible high-level U.S. delegation traveling to Moscow and asked Kyiv to suspend attacks until the delegation had left Russia, citing a senior Ukrainian official.
Why the Visit Matters
Ratcliffe’s reported trip does not, by itself, confirm the launch of a new diplomatic agreement or peace initiative. Nevertheless, a Moscow visit by the head of the CIA would represent a significant development in U.S.-Russia intelligence and diplomatic contacts.
The last comparable visit by a CIA director was made by William Burns in 2021, making the reported Ratcliffe trip particularly notable.
For now, however, the precise purpose of Ratcliffe’s visit, any meetings with Russian officials and the possibility of an agreement remain unconfirmed by either government.
