Israel’s “Illegal” E1 Settlement Plan Threatens West Bank’s Unity: UN Chief Guterres

UN Secretary-General Antonio Guterres on Tuesday warned that Israel’s “illegal” plan to expand settlements in the E1 area of the occupied West Bank would sever the northern and southern parts of the West Bank and deal a severe blow to the prospects of a two-state solution.
Guterres said, “In the occupied West Bank, there is ongoing illegal settlement expansion, home demolitions, displacement, and evictions.”
He made the remarks at the opening session of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP).
He noted that over 37,000 Palestinians were displaced in the West Bank in 2025 alone, a year that also saw record levels of Israeli settler violence. Guterres added, “The recently published tender for 3,401 housing units in the E1 area, alongside ongoing demolitions, is deeply alarming.”
He said, “If carried out, it would sever the northern and southern West Bank, create territorial discontinuity, and severely undermine the viability of a two-state solution.”
Guterres further warned that such actions, along with Israel’s continued presence in the occupied Palestinian territories, are “deeply destabilizing” and “unlawful under international law.”
He highlighted that since the start of the Gaza war in October 2023, Israeli operations in the West Bank have intensified, including killings, home demolitions, displacement of Palestinians, and settlement expansion. Palestinians argue that this escalation aims to pave the way for Israel’s annexation of the West Bank, effectively ending the prospects for a two-state solution as envisioned in UN resolutions.
According to security reports, during this period more than 1,110 Palestinians were killed, around 11,500 injured, and over 21,000 arrested in the West Bank.
Guterres reaffirmed his support for the UN agency for Palestinian refugees (UNRWA) and condemned Israeli parliamentary laws that hinder the agency’s operations. He said, “I also strongly condemn the Israeli authorities’ actions to demolish the UNRWA Sheikh Jarrah compound.”
He added that public threats by Israeli officials against UNRWA are “utterly abhorrent” and must be “unequivocally rejected.”
Regarding the situation in Gaza, Guterres said Palestinians continue to suffer greatly, noting that over 500 Palestinians have been killed since the October ceasefire agreement. He urged all parties to fully implement the agreement, exercise maximum restraint, and comply with international law and UN resolutions.
Guterres stressed that Gaza and the West Bank – including East Jerusalem – should be governed under a recognized, legal, and internationally acknowledged Palestinian government. He emphasized, “Gaza is an integral part and must remain part of a Palestinian state.”
Highlighting the importance of CEIRPP’s work, he said, “The occupation must end, as recognized by the International Court of Justice. The inalienable rights of the Palestinian people must be realized.”
